Army Reserve: Trainees, Transients, Holdees and Students Account
What is it? Under the United States Army Reserve's (USAR's) current business posture, there was a need to establish a manpower accounting practice that enhances the readiness of USAR units. The intent is for the Trainees, Transients, Holdees and Students (TTHS) account to be the management tool the USAR uses to account for all officers, enlisted, and warrant officers in resident schooling (over 139 days); currently in troop program units (TPU) who are educationally unqualified for the position they encumber; or have a medical problem that precludes them from being deployable. The objective is for most non-deployable Soldiers to be managed through the TTHS system so they arrive at their duty location duty position qualified as well as providing units with deployable personnel who are immediate mobilization assets.
What has the Army Reserve done? The Army Reserve has implemented TTHS in all direct reporting commands.
What efforts does the Army Reserve plan to continue in the future? The Army Reserve plans to continue TTHS management for non-deployable Soldiers. Since the inception of TTHS, the Army Reserve has recovered more than 15,000 previously categorized as non-deployable Soldiers. The continued intense management of non-deployable Soldiers is critical to the Army Reserve's ability to meet its Global War on Terrorism mission and commitments.
Why is this important to the Army Reserve? The TTHS Account will enable the Army Reserve to identify and take appropriate actions to fix those Soldiers who are non-deployable for a variety of reasons before a unit must be mobilized and leave valuable Soldiers behind. The intense management required to ensure deployable Soldiers can be applied concurrently with a unit's readiness training thus eliminating or reducing the unnecessary administrative burden of dealing with non-deployable Soldiers while at mobilization station. Only Soldiers ready to mobilize and deploy will move to mobilization station and on to theater in less time than is presently required.
