SENIOR LEADERS ARE SAYING

For the past three years, while serving at war, we have concurrently initiated the most profound change in the history of our 97-year old institution. We have refused to tolerate the old culture...and insisted that the Army Reserve be known as a learning organization that has the courage to change itself. (Transcript)

Chief, Army Reserve

TODAY'S FOCUS

ACTIVE COMPONENT / RESERVE COMPONENT (AC/RC) REBALANCE

The Army is rebalancing capabilities between and within the Army's components to help relieve force stress and better align force structure to the defense strategy.

The Army is optimizing its active and reserve forces to:
- relieve force stress
- better meet global commitments
- improve Homeland Defense capabilities
- improve unit readiness

The Army has addressed these initiatives in three phases:

Phase 1 - Rebalance approximately 30,000 spaces in fiscal year 2004-2009 to reduce high demand unit shortages.

Phase 2 - Rebalance approximately 10,000 spaces in fiscal year 2005-2009 to reduce the need for reserve component call-ups during early phases of an operation and increase number of high demand units.

Phase 3 - Rebalance approximately 85,000 in fiscal year 2006-2011 to fill units with 100 percent deployable Soldiers, increase readiness, and create additional high demand units.

The Army continues to review force rebalancing to optimize the use of available manpower and equitably distribute deployment burdens.
