She recently took extra steps to identify relevant characteristics for previously brand-name only software and pushed for increased competition with contract actions under Computer Hardware Enterprise Software and Solutions, or CHESS. CHESS is the Army's designated primary source for commercial information technology that provides a no-fee, flexible procurement strategy through which an Army user may procure commercial, off-the-shelf IT hardware, software and services via an e-commerce based process.

The second portion of Operational Contract Support Joint Exercise 2015 began at Schofield Barracks, HI, as the scenario execution phase of the first portion of the exercise began at Fort Bliss, Texas. The first portion of OCSJX-15 replicates actions taken in support of, phase 0, deterrence activities. At the end of the execution phase at Fort Bliss, the exercise then transitions to the second portion here, with the establishment of the Joint Theater Support Contracting Command.

More than $30 billion was lost from contract waste and fraud during military contingencies in Iraq and Afghanistan from 2001 to 2011, according to a congressionally chartered Commission on Wartime Contracting report from 2011. The Commission concluded that the loss could have been avoided through proper oversight and management of contracted support. This has led to new Operational Contract Support doctrine.
