Troops who are soon to be part of a federal military consequence management force drilled on their new response mission here Sept. 14 under the attentive eye of the Army's senior ranking general. Gen. George Casey watched, listened and asked questions as Soldiers, Sailors, Airmen and Marines walked through how they might fly search and rescue missions, extract casualties and decontaminate those affected by a catastrophic nuclear attack in the nation's heartland. The Army's chief of staff flew here Sept. 14 to see the force, which will assume its mission Oct. 1 when the units are assigned to U.S. Northern Command. The force's mission will be to respond to CBRNE, or chemical, biological, radiological, nuclear or high-yield explosive, incidents.

On May 5, 1866, veterans and residents of Waterloo, New York, placed flowers on the graves at each of the town's cemeteries to honor the local Soldiers and Sailors who had fallen during the Civil War. Proposed by a local pharmacist, Henry C. Welles, this act of remembrance centered on his belief that while praising the living veterans of the Civil War, it was equally important to remember the patriotic dead. This tradition has grown for a century and a half - it is Memorial Day.

Today, we celebrate the 100th anniversary of the Army Reserve. Authorized by Congress on April 23, 1908, the Army Reserve is a critical component of the total Army. Initially comprised of just 160 medical officers, it has grown to 195,000 strong. At its inception, the Army Reserve - our Warrior Citizens - brought civilian expertise into military service. After demonstrating their importance in World War I, the Army Reserve evolved into an essential component of the Nation's landpower - a role it still serves today.
