Secretary of the Army John McHugh participated in the Strategic Decision Making Exercise at the U.S. Army War College in Carlisle, Pa., Mar. 2, 2012. The exercise is an annual culminating educational event that allows Army War College students to apply knowledge, skills and critical thinking to analyze multiple complex regional problems tied to U.S. interests and to develop proposed courses of action that integrate all of the elements of national power -- diplomatic, informational, military and economic. The students briefed McHugh who was playing the role of a presidential adviser.

I'm a big believer, because I've seen this in other places where I've worked, that the business processes are critically important to the success of the operation. We have a huge bureaucracy. We have great challenges today and into the future, financially and fiscally, for the Army. The operational OPTEMPO is continuing to stay either steady state or even growing...I think we absolutely have to reshape this business process and redesign it and transform it.
