The Transatlantic Division is responsible for military construction supporting U.S. forces throughout the U.S. Central Command area of operations and for Corps of Engineers�' international and interagency engineering missions that support U.S. policy initiatives abroad. Additionally, Westphal recognized the vital contributions of Soldiers assigned to the 249th Engineer Battalion (Prime Power) and their unique mission to provide commercial-level power to military units and federal relief organizations. The Army's Strategic Management System (SMS), the Army Enterprise performance measurement platform, now has the capability to accept timely cost data from the General Fund Enterprise Business System (GFEBS), the Army's financial management system. The automated link between GFEBS and SMS is made possible by use of SMS Connect, a web services capability. Integrating cost and performance measurement data can provide useful performance management information, especially during a period where fiscal realities have made efficiency and effectiveness extremely critical. This combination of financial and performance data has been established to assist leaders and managers in allocating available dollars against mission requirements.

    Under Secretary of the Army Joseph W. Westphal meets General (Ret.) Paik Yun Sup, the Korean Army's first four star general, 17 Jan. 2013, Seoul, Republic of South Korea (ROK). During his remarkable career, General (Ret.) Paik Yun Sup served as commander of the First Field Army, the Army Chief of Staff, and the Chairman for the ROK Joint Chiefs of Staff until his retirement in May 1960. Following his military career, General (Ret.) Paik Yun Sup served as Korea's Ambassador to the Republic of China on Taiwan, France, and Canada. He also served as Minister of Transportation and is credited with the development of the Seoul Metropolitan Subway. Moreover, General (Ret.) Paik Yun Sup is the author of "From Pusan to Panmunjom: Wartime Memoirs of the Republic of Korea's First Four-Star General, Paik Sun Yup".
