Developed upon an idea by George Freedman, through personal experiments he developed an inflatable version of the decoy. In 1942 he introduced his concept to the US Government. He was contracted in September 1943 to produce 5000 rubberized, inflatable dummy paratroopers for a US Navy project. The contract was completed in March 1944 and his product was "shipped off to England." His product is now known as the Navy PD (Paratroop Decoy) Pack.
