Corps of Engineers pays first claim under expanded HAP

LAS VEGAS, Nev. -- U.S. Air Force Maj. John Orchard Jr. and his family received the nation's first check under the expanded-Homeowners Assistance Program Oct. 14, from the U.S. Army Corps of Engineers' Sacramento District. The Orchards were forced to sell their home in Las Vegas, Nev., (pictured) at a loss when they were reassigned from nearby Nellis Air Force Base to the U.S. Air Force Academy in Colorado Springs, Colo. The Sacramento District is one of three Corps districts responsible for processing HAP claims.
