STUTTGART, Germany - General William E. Ward, commander of U.S. Africa Command (left), presents the Distinguished Service Medal to Major General Herbert L. Altshuler, U.S. Africa Command's director of Strategy, Plans, and Programs (right), at Altshuler's retirement ceremony, December 30, 2008, at the command headquarters in Stuttgart, Germany. Altshuler was honored for his 40 years of service to the U.S. Army and for his visionary and innovative leadership in establishing the strategic foundations for U.S. Africa Command. The Distinguished Service Medal is the highest non-valorous military and civilian decoration of the U.S. military, which is issued for exceptionally meritorious performance of duty to the U.S. government.
