FORT SAM HOUSTON, Texas - Lt. Gen. Perry Wiggins is congratulated by Lt. Gen. William Caldwell IV after he assumed command of U.S. Army North (Fifth Army) as Command Sgt. Maj. Hu Rhodes watches on Sep. 4 during a change of command ceremony at the historic Quadrangle. Wiggins previously served as the deputy commanding general for Army North and was promoted to the rank of lieutenant general prior to the ceremony. Wiggins also assumed duties as the senior commander for Fort Sam Houston and Camp Bullis. Caldwell departs command of Fifth Army, the same command his father, Lt. Gen. William Caldwell III, held before he retired in 1980 " both in their 37th year of service. Rhodes is the senior enlisted leader for Army North, Fort Sam Houston and Camp Bullis.
