After a Monsoon struck the Fort Irwin and the National Training Center, a five-man team from the U.S. Army Corps of Engineers Los Angeles District deployed to the Southern California base to conduct initial damage assessments. Tony Wong, a structural engineer and Jose Rocha, a civil engineer, inspect Bridge 13, located on Outer Loop Road for damage and further use. The raging waters and debris flow from the monsoonal rainfall eroded the soil and concrete around the bridges' support columns. The bridge has been closed pending further analysis of the damage.
