Speaking with a Kuwaiti citizen just outside the camp here in October, 1st Lt. Teofilo Espinal, Base Defense Liaison Team (BDLT) officer-in-charge (left), explains that he and other BDLT Soldiers will be installing concrete barriers to prevent drivers from entering the roadway and striking other vehicles. Espinal, of Queens, N.Y., belongs to the New York Army National Guard's 27th Infantry Brigade Combat Team (IBCT), and deployed here with 38 other brigade Soldiers in March to support ASG Kuwait. Part of the group formed the BDLT, which ranged all over Kuwait, evaluating defenses, training security personnel and arranging for the movement and installation of concrete barriers and other force-protection structures.
