The barriers are being installed to prevent local drivers, such as desert campers, from entering the roadway and striking other vehicles. Espinal, of Queens, N.Y., and Santiago, of West Orange, N.J., belong to the New York Army National Guard's 27th Infantry Brigade Combat Team (IBCT) and deployed here with 37 other brigade Soldiers in March to support ASG Kuwait. Part of the group formed the BDLT, which ranged all over Kuwait, evaluating defenses, training security personnel and arranging for the installation and movement of concrete barriers and other force-protection structures.
