Watervliet Arsenal, a small Army-owned-and-operated manufacturing center in upstate New York is looking hard at its shipping process to squeeze more value out of its operations. Arsenal employees Kevin Chase, left, and fellow box operation handler Sam Hinton, are unpacking box-making material brought over from another building. They moved much of the box operation during the Arsenal's annual shut down in August.
