The passing of the colors from Maj. Gen. Robert S. Ferrell, U.S. Army Communications-Electronics commanding general, to Col. Gerhard P.R. Schröter signifies the passing of his trust and the responsibility to command Tobyhanna Army Depot. Depot Sgt. Maj. Kelvin Spencer (left) and Col. Charles C. Gibson (right) also took part in the traditional Change of Command ceremony July 12.
