Staff Sgt. James Barclay (left), animal care specialist, and Philippine Air Force Staff Sgt. Carlo Magno Tamondong, veterinary technician, prepare rabies shots during a veterinary civic action project March 28-29, in San Antonio, Philippines, as part of Balikatan 2011. Barclay is from the Western Pacific District Veterinary Command. Balikatan is a bilateral military exercise between the Republic of the Philippines and the United States. Humanitarian assistance and training activities enable the Filipino and American servicemembers to build lasting relationships, train together, and provide assistance in communities where the need is the greatest. They improve their ability to operate as one team in joint projects.
