Col. John Kem, U.S. Army Corps of Engineers Europe District commander, hands over a ceremonial key plaque to members of the Estonian Police and Border Guard Bureau during a ribbon-cutting ceremony Oct. 15, 2010, officially opening a 10-by-10 meter, $240,000, illuminated helicopter landing pad in Varska, Estonia. The landing pad, funded by EUCOM and managed by USACE, will help Estonian police and border guard operate more efficiently due to the upgrades. Additionally, along with a new helicopter pad and the other upgrades north in Narva, the nearly $560,000 project includes an enclosed hanger and new surrounding pavement.
