FORT BRAGG, N.C. - Sgt. Roberto Mandes-Ortiz, a Noncommissioned Officer with the 402nd Civil Affairs Battalion from Fort Buchanan, Puerto Rico, crawls under barbed wire here on June 15, as he sets his eyes on becoming the command's Top NCO. He and 13 others are competing for this year's U.S. Army Civil Affairs and Psychological Operations (Airborne) Best Warrior Competition. The 402nd CA Battalion is a subordinate unit under the 350th Civil Affairs Command, which is under USACAPOC(A). The overall command is comprised of nearly 10,000 Soldiers in 67 units across 27 states and Puerto Rico.
