FORT HOOD, Texas- Stephanie O'Banion, president of the Belton area Chamber of Commerce holds a street sign as Jim Covington, the mayor of Belton, Texas reads a proclamation to Col. Larry Phelps, commander of the 15th Sust. Bde., 13th ESC, and his command team during a video teleconference at the brigade's headquarters building, here Jan. 22. The street sign that reads, "Wagonmaster Way" will be hung to designate an area in Belton's Yettie Polk Park.
