The Army's new Chief, Legislative Liaison, Maj. Gen. William E. Rapp, received information on the mission and capabilities of the Joint Force Headquarters - National Capital Region and the U.S. Army Military District of Washington (JFHQ-NCR/MDW) at Fort Lesley J. McNair, Oct. 3.

JFHQ-NCR plans, coordinates, maintains situational awareness, and as directed, employs forces for homeland defense and defense support to civil authorities in the NCR Joint Operations Area to safeguard the Nation's capital.

MDW serves as the Army Service Component Command of the JFHQ-NCR and is responsible for all joint ceremonies in support of the U.S. president, the secretary of Defense, and the chairman of the Joint Chiefs of Staff. These ceremonies include wreath ceremonies at the Tomb of the Unknowns, state funerals, official arrival ceremonies for visiting heads of state and other dignitaries. This diverse command is also responsible for planning and executing the 2013 Presidential Inauguration.

Rapp, appointed as the CLL in August 2012, is directly responsible to the Secretary of the Army for legislative affairs, including formulating, coordinating, supervising, and executing the Army's Congressional policy and strategy.

"The purpose of Maj. Gen. Rapp's visit was for him to understand the roles and the mission of the JFHQ-NCR/MDW, its unique capabilities, and how this headquarters works jointly with our mission partners as a collaborative team in a contingency environment," said Darrell Adams, congressional liaison, JFHQ-NCR/MDW. "This brief definitely gave him a full spectrum of our assigned missions."

The CLL ensures the overall integration of the Army's efforts with Congress, develops comprehensive congressional engagement strategies for Army senior leaders, and disseminates critical information on all major Congressional activities.

After the brief, Rapp and his staff received a tour of the JFHQ-NCR/MDW Joint Operations Center and the Mobile Command Post.

"It is imperative that our command works with our Congressional partners," said Adams. "It's what makes our Army strong."
