REDSTONE ARSENAL, Ala. -- The U.S. Army Materiel Command's Industrial Base Capabilities Division hosted its first Public-Private Partnership workshop here, May 30-31.

71 attendees shared best practices and lessons learned in forming partnerships, identified issues of concerns to improve partnership execution and developed process improvements.

"The goal was to give emphasis to the importance of the program and its proper execution to aid the installations with their workload," said Ramon Campos, Industrial Base Capabilities Division chief.

"The workshop garnered attention from business development, contracting and legal communities Army- wide," said Ruby Price, AMC's program manager for Public-Private partnerships.

Briefers from the Department of Defense and Department of the Army presented on public-private partnership policies currently in effect and the future of the program.

Headquarters AMC presented a command view of the program with briefings from AMC's command counsel, Army Contracting Command's Small Business office, the AMC Ombudsman, and the Logistics Management Oversight division.

The workshop went beyond briefings. Three Integrated Process Teams, or IPTs, were formed, with each IPT having its own products and goals to complete and present to the public-private partnership community within the next six months.

The best practices IPT focused on developing a guidebook that identifies best practices, mandatory requirements, and guidelines on running the program.

The marketing IPT focuses on developing effective marketing and communication strategies for the program in the future.

Finally, the legislation IPT will identify legislative, regulatory, and policy changes that would be beneficial for the Public Private Partnership program.

"The overall consensus of the workshop attendees was that this event should be held annually to bring together the organic industrial base, the life cycle management commands, headquarters AMC, Department of Army, program managers, and Department of Defense, and continue sharing of lessons learned on P3 formation and execution," said Price.
