FORT BELVOIR, Va. -- 21 May, 2012 -- The Army's Rapid Equipping Force, whose mission is to rapidly resolve emergent operational challenges for soldiers employed globally, is hiring twenty interns this summer for a two-year internship program.

The program, launched initially by the organization's Director Colonel Peter Newell, has multiple objectives, all aimed at bringing better service and solutions to men and women in uniform.

"By inviting highly qualified young men and women from various areas of expertise into our everyday operations, we are ensuring fresh ideas, innovative thinking, and longevity of talent," said Col. Newell.

In addition to the capabilities each intern brings to the REF's mission, Col. Newell hopes to leverage new mutually collaborative relationships with the universities and military academies that participate in the program.

"REF partners frequently with universities that specialize in acquisition, streamlining processes, and innovative methods of problem solving. From promoting professional development to bringing academics into REF's doors to assess and recommend improvements, we are truly embracing the unique functions academia can provide," said Michael Chevlin, Chief of Strategic Plans at the REF.

It is this mindset that the REF's Director brings to the table to help his organization serve as a proactive, expeditious Army resource that anticipates challenges and takes risks.

"By weaving innovation into every aspect of our culture, we bring the 'canary in the coal mine' capability to the Army's global effort," said Newell. "Part of that innovation rests in the minds and capabilities of the young, ambitious next generation of professionals -- undergraduate and graduate students."

The various positions invited to intern in paid positions at the REF include 14 paid civilian and six military positions. The military internships, consisting of U.S. Military Academy cadets, and university ROTC members, will include positions in mechanical engineering and research. Many of the civilian positions are currently available for worthy candidates in undergraduate and graduate programs, and include positions in acquisition, public affairs, strategic plans, intelligence, information technology, and technology management.

"I had a great time working with people that actually effect soldiers' lives," explained one of REF's Cadet interns after his summer internship in 2011. "I had a wonderful time here, and learning about the REF's mission is well worth the time to try to help in any way possible."

Description:

This is a student trainee position (GS-04/05/GS-07) in the Student Career Experience Program (SCEP) Under-Graduate (GS-04/05) and Graduate (GS-07) ACTEDS Intern Program for CP-14 (Contracting and Acquisition). Conducts requirements analysis, including understanding the capability requirements of the proposed project, coordinating with the Requirements Team to ensure that the requirement contains key performance parameters and other specifications in order to sufficiently assess the material solution. Conducts market research and participates in collaborative working groups to identify potential materiel solutions against a requirement. Conducts cost, schedule, and performance analysis in order to select the best value solution. Provides recommendations to the Project Manager on materiel solutions. Leads Integrated Process Team for cost, schedule, and performance planning for projects, including development, test and evaluation, training, sustainment. Monitors the procurement, development, test and evaluation, and delivery of the materiel solution. Supports training, sustainment and transition of the materiel solution. Develops Performance Work Statements/Statements of Work for contracts, coordinates with Contracting Offices for the procurement of materiel solutions and serves on Source Selection Evaluation Boards for contract actions. Ability to interpret regulations; establish objectives, requirements, priorities, and deadlines; coordinate programs and projects; communicate in a well-organized manner, both orally and in writing; and independently complete assignments accurately.

Assignments, studies and training involve developing a formal and organized structure for all outreach opportunities for the REF, including events, leadership speaking engagements and VIP visits to headquarters. In addition, the intern will have a hand in regularly updating and strategizing on various social media forums to engage and educate target audiences; monitoring and analyzing news; internal employee communications; writing and editing stories related to REF efforts and priorities; engaging media for strategic placement in mass media outlets. Based on specific instructions, participates in the preparation of public speeches, scripts, audio, visual materials and brochures pertaining to the organizations activities.

Responsibilities:

Serves as SCEP Intern supporting the S-6 (Information Technology) Section at the Rapid Equipping Force (REF). Completes formal/informal classroom training, on-the-job training, and/or self development, as set forth in a training plan, to obtain basic knowledge of the principles, theories, reference materials, and to complete assignments which are designed to provide an introduction to the specialized field and an understanding of the organization, program, and policies. Work assignments are clear-cut, can be readily accomplished by the application of basic principles and practices, and are designed to permit the knowledge acquired in training to be applied to particular work situations.

Potential Task List:

CENTRIXS: The IT Team has been tasked with implementing and managing the CENTRIXS secure network. This task will consume approximately 5-10 hours per week.

Web Development Efforts: The REF IT Team is tasked with creating and maintaining Web sites. These sites will be both public-facing and Army-facing, and will demand constant updates to both content and style. The intern can assist in capturing requirements for the site.

IT Refresh: The REF IT Team will manage the refresh of key IT infrastructure items between now and the end ofFY12. This includes budgetary and operational aspects of the hardware refresh. It is anticipated that this effort will consume approximately 5 man hours per week. The intern can assist by performing product research, capturing costs and specifications, and assisting in the development of contractual documents.

Asset Management: the intern will assist REF efforts to manage IT inventory items, including hardware and software artifacts.

SharePoint and Blitz Maintenance: the intern will perform regular reviews of the REF's enterprise management tools, ensuring that IT-related items are updated and accurate.

Cable Management: the intern will perform cable dressing activities as well as wire management actions at user desktops and conference areas.

SCEP Intern will perform duties supporting the U.S. Army Rapid Equipping Force (REF) in rapidly providing capabilities to Army forces employed globally. Identifies and communicates a strategic message to disparate audiences concerning the REF's mission, vision and value, often to the highest levels of the U.S. Army. Creates and manages continuity of deliverables used by the Director and Division Leads to explain the REF mission, process and key initiatives to external audiences. Prepares staff analysis, issue papers, executive summaries, process workflows, and presentations on key issues for the Director to interact with key leaders and stakeholders. Maintains awareness of U.S. Army operations and policy to facilitate REF mission, goals, and objectives. Coordinates activities and information with Army Staff, Major Commands, DOD agencies, and deployable units.

The trainee will be responsible for researching, analyzing, and characterizing technologies that may be solutions for requirements. This individual will monitor technology developments and innovation across the REF portfolio and performing detailed technical analyses on potential technical solutions to determine anticipated performance, technical risk, cost realism, and expected operational impacts. This requires the establishment of strong technical relationships throughout DoD (including all services and coalition partners), Government labs/national laboratories, academia, and industry. Based on the information obtained through these analyses, individual is responsible for making recommendations to REF leadership on technology investments across the portfolio.

The engineer shall develop solution concepts for operational problems involving systems that employ REF various technologies and shall analyze new subsystem and system manifestations of existing technologies to determine if they can solve existing and new operational requirements. This individual shall analyze the performance, compatibility, survivability, vulnerability, and reliability of technologies under consideration for procurement or in development, production or operation in order to assess the potential suitability of the solution for an operational environment. The engineer shall interact with vendors, Government labs, and other Army units as required to facilitate these analyses. Ability to interpret regulations; establish objectives, requirements, priorities, and deadlines; coordinate programs and projects; communicate in a well-organized manner, both orally and in writing; and independently complete assignments accurately.

Description:

ACTEDS Intern Program provides 2 years of funding (Salary/Benefits/Training/Travel) and one permanent change of station (PCS) for full-time program entry-level positions. SCEPs are paid with ACTEDS resources -- but only receive salary and benefits. ACTEDS utilizes SCEP as a future alternative to traditional vacancy announcement(s) hiring at the entry level. Assignments are designed to expand and foster the incumbent's knowledge, skill and experience in Technology Management. Serves as SCEP Intern supporting the Technology Management Division at the Rapid Equipping Force (REF), Fort Belvoir, VA 22060. The trainee will have broad knowledge in the particular area of specialization with in-depth understanding of the latest development in the related field. This individual will be capable of recognizing and developing new and innovative applications of state of the art knowledge. The scientist will use that knowledge to oversee development of prototype sensing systems, subsystems, components, and supporting technologies employing advanced technologies or new and innovative manifestations of existing technologies as directed by the REF to facilitate their characterization/evaluation through laboratory and field-testing. This individual will serve as a technical subject matter expert in the organization.
