Working as an Auditor at the U.S. Army Audit Agency, Ms. Fultz's comprehensive analyses regarding the retention of long-term nonparticipants in the U.S. Army Reserve who missed at least nine drill training assemblies, identified unnecessary costs associated with their retention and how their inability to support contingency operations negatively affects the Force. As a Chief Information Officer at the Army Data Center Consolidation Division, he generated a true inventory of the Army's existing data center assets and created a common operating picture now used across the Army Staff and provided the Secretary of the Army with the only on-time response to Department of Defense inquiries on the status of consolidation efforts. Named after former Secretary of the Army, the Honorable Frnk Pace, Jr., the Pace Award has been presented annually since 1962 to one Army officer, Lieutenant Colonel or below, and one civilian employee, GS-14 equivalent or below, assigned in a staff capacity to Headquarters, Department of the Army, for a contribution of outstanding significance to the Army that culminated during the calendar year. Awardees are selected based on their performance and completion of significant staff assignments that benefit the Army by providing substantial financial savings, or technological or military development.
