Joseph D. Wienand serves as the Acting Deputy Director of the U.S. Army Research, Development and Engineering Command, which is the Army's key research, development and engineering organization. Wienand entered the Senior Executive Service in January 2008.

His permanent position is as the Technical Director for RDECOM's Edgewood Chemical Biological Center. ECBC's mission is to integrate life-cycle science, engineering and field operations to counter chemical, biological, radiological, nuclear and explosive threats to U.S. Armed Forces and the nation. The Center's 1,600 scientists, engineers, and technical personnel are located at Aberdeen Proving Ground, MD; Pine Bluff Arsenal, AR; and Rock Island Arsenal, IL.
