Incoming executive deputy visits RDECOM facilities

ABERDEEN PROVING GROUND, Md. -- The incoming top civilian for the U.S. Army Research, Development and Engineering Command toured facilities here, Dec. 13-14.

Dale A. Ormond, incoming executive deputy to the commanding general, arrives in January 2012. He visited several RDECOM facilities, including the U.S. Army Research Laboratory; the Communication Electronics Research, Development and Engineering Center; the Army Materiel Systems Analysis Activity and the Edgewood Chemical Biological Center.

RDECOM Commander Maj. Gen. Nick Justice served as host for Ormond's visit.

At CERDEC, Ormand received technology demonstrations and briefings on the center's role in the Team C4ISR (Command, Control, Communications, Computers, Intelligence, Surveillance and Reconnaissance) Center of Excellence and in the Agile Process, the Army's new model for leveraging commercial industry to achieve modernization of network capabilities.

"This was an opportunity to introduce CERDEC's unique and crucial role as the Army's organic C4ISR systems engineer/integration experts, where we so frequently serve behind the scenes as the technical backbone supporting Army C4ISR innovation," CERDEC Director Jill Smith said.

"Our mission is strategically targeted to provide the expertise and facilities to bridge C4ISR capabilities across the lifecycle -- from R&D through sustainment -- and our role in the Agile Process and the Network Integration Evaluation is a natural outcome of this mission," Smith said.

Ormond saw engineering and evaluation facilities supporting capabilities in mission command, quick-reaction prototyping and integration, sensors and radios.

Ormond will assume the position vacated by Gary P. Martin, who left in November to become executive deputy to the commanding general, U.S. Army Communications-Electronics Command.

Ormond comes to RDECOM from the U.S. Army Combined Arms Center at Fort Leavenworth, Kan., where he as served as the deputy to the commanding general since 2008. He previously served as the Deputy Assistant Secretary of the Army (Elimination of Chemical Weapons) and as acting Deputy Assistant Secretary of the Army for Policy and Procurement.

Ormond was selected for Senior Executive Service in July 2004.
