REDSTONE ARSENAL, Ala. -- The U.S. Army Materiel Command is among eight Army commands and agencies at 70 different locations directed to reduce civilian on-board strength to meet funding targets established by the Secretary of Defense.
AMC has been directed to eliminate 1,440 civilian positions no later than Sept. 30, 2012. The reductions will bring the total civilian strength to 67,000 across AMC's 11 subordinate commands and two separate reporting activities.
The Army announced Aug. 4 that it will reduce the size of its Civilian employee workforce by more than 8,700 people by Sept. 30th, 2012. These cuts are based on Department of Defense resource decisions as reflected in the Fiscal Year 2012 President's Budget and require a reduction of Army Civilian employees to comply with decreased funding levels.
In August, AMC leaders began conducting an analysis to consolidate functions and reduce AMC capabilities, while minimizing the impact on the total Army. The analysis is now complete and the reductions have been identified.
AMC and its major subordinate command civilian position reductions for FY 12 are as follows: Headquarters, AMC - 72; Army Contracting Command (ACC) -- 29; Aviation and Missile Life Cycle Management Command (AMCOM) -- 272; Army Sustainment Command (ASC) -- 88; Chemical Materials Agency (CMA) -- 49; Communications-Electronics Life Cycle Management Command (CECOM) -- 132; Joint Munitions Command (JMC) -- 77; Logistics Support Activity (LOGSA) -- 9; Research, Development and Engineering Command (RDECOM) -- 459; and TACOM Life Cycle Management Command -- 212. In addition, JMC will eliminate 41 over-hire positions in FY 12 and RDECOM will eliminate another 286 spaces next year in FY 13, for an AMC total of 1,685 positions.
To the maximum extent possible, the Army and AMC are relying on voluntary departures and attrition to achieve the personnel reductions. AMC substantially reduced current hiring actions and also implemented Voluntary Early Retirement Authority (VERA) and Voluntary Separation Incentive Payment (VSIP) programs in order to reach its goal. Every effort is being made to avoid any involuntary separations to reach the revised manpower levels.
