DA announces new ACC general officer assignments

The Department of the Army announced the following general officer assignments Dec. 5.
Brig. Gen. Joseph L. Bass, commanding general, Expeditionary Contracting Command, Redstone Arsenal, Ala., has been selected to be the director for contracting, Office of the Assistant Secretary of the Army (Acquisition, Logistics and Technology), Washington, D.C. He will be succeeded by Brig. Gen. Theodore C. Harrison, who currently serves as deputy chief of contracting management, Army Corps of Engineers, Washington, D.C.
Brig. Gen. Stephen B. Leisenring, commanding general, Mission and Installation Contracting Command, Fort Sam Houston, Texas, has been selected to be the deputy commander, Joint Theater Support Contracting Command, Operation Enduring Freedom, Afghanistan. He will be succeeded by Brig. Gen. Kirk F. Vollmecke, director for contracting, Office of the Assistant Secretary of the Army (Acquisition, Logistics and Technology), Washington, D.C.
Former ACC chief of staff, Col. James E. Simpson, who is currently the senior contracting official - Iraq, Joint Theater Support Contracting Command, Operation New Dawn, will be the deputy chief of contracting management, Army Corps of Engineers, Washington, D.C. He has also been selected for promotion to brigadier general.
Dates for the changes have not been announced.
"It's always a bittersweet time when our leaders move," said Carol E. Lowman, ACC executive director. "We're excited about their new opportunities to serve our Army but we're sorry to see them leave the ACC family."
Lowman noted that Bass and Leisenring contributed immeasurably to the growth and development of the command.
"We all owe them a debt of gratitude for their vision and special contributions in helping build a corps of Army contracting professionals," she said. "We are fortunate they will be succeeded by two general officers that have held key positions in the Army contracting community."
