Under Secretary of the Army, HON Dr. Joseph W. Westphal served as the keynote speaker for during Accession Command's 2011 Hispanic Heritage Month Reception. The U.S. Army proudly celebrates Hispanic Heritage Month in recognition of the many contributions Hispanics have made to our nation and to its defense.
