D. Scott Welker, U.S. Army Sustainment Command deputy to the commander, joined other Rock Island Arsenal leaders to discuss the future of the Arsenal with members of the Quad City business community during a strategic planning luncheon on Aug. 30 at the iWireless arena, Moline, Ill. The emphasis of the meeting was on training at the high school and college level, on up through workforce development.
