Labor-Management Forum created at Joint Munitions Command

Rock Island Arsenal, Il-In a notable ceremony on August 9, 2011, Brig. Gen. Gustave F. Perna signed into execution a labor-management forum charter agreement between JMC and the American Federation of Government Employees Local 15 union.

This forum stems from Executive Order 13522, "Creating Labor-Management Forums to Improve Delivery of Government Service," signed by President Obama in December 2009.

The purpose of the forum is to foster a cooperative, constructive working relationship between management and labor to identify workplace issues and to initiate action to resolve them.

At JMC Headquarters, the forum will complement current collective bargaining agreements. As equal members of the forum, JMC management and AFGE employees will discuss prevailing workplace issues, challenges and problems in order to develop solutions jointly.

Examples of two current pressing issues that the forum will address are JMC staffing regulations and teleworking.

"I think this is wonderful," stated Perna as he signed the charter. "In order to be successful, we all need to work together. I think both halves of this forum will work together well and with maturity to deal with difficult issues."

"I encourage our workforce to bring issues to the forum to be addressed," said Perna.
