Building Strong People: Michael Bullock -- Contracting Officer's Representative

NEWPORT NEWS, VA " Michael Bullock’s job is to ensure his customers receive the best product possible, every time.

Although that statement is not written explicitly into his position description, Bullock, a Contracting Officer's Representative with the U.S. Army Corps of Engineers Norfolk District, said that sums it up.

"I have the ability to review contracts and specs and make an interpretation of what that contract means," said Bullock, who has worked for the U.S. Army Corps of Engineers for 19 years, starting as an intern in the Corps' Wilmington District.

Every day Bullock works with construction representatives who give him inspection reports of work being executed by contractors on Corps' jobsites. Bullock then compares these inspection results to what the contractors said they would do in writing. He then makes recommendations on whether to accept the work.

"If I was doing this work at my home, would it be something that I would accept?" Bullock rhetorically posed to himself as an example of this.

A Contracting Officer’s Representative serves as the eyes and ears in the field for the U.S. Army Corps of Engineers contracting team, informing on the day-to-day operation of a construction project. The job is never boring. And neither are the people in it.
