Active-duty Army officers have until the end of September to self-nominate and apply for retroactive credit for joint-service experience they gained between Sept. 11, 2001, and Sept. 30, 2009.
After those dates, Army officers may only apply for credit for joint duty which ended within the past 12 months, according to Maj. Mike Mayes, the chief of the Joint Policy Branch of Officer Personnel Management Directorate at the Human Resources Command on Fort Knox.
If officers meet the stringent qualifications through the self-nomination process, they will earn an additional skill identifier designator for their military occupational specialty, Mayes said. The ASI is 3L, Joint Qualified Officer.
"Earning the ASI is achieved one of two ways," said Mayes. "You are assigned to a joint (U.S. Armed Forces) billet and do a satisfactory job and receive credit that way, or you self-nominate by applying online."
Army Reserve officers frequently do not have many opportunities to obtain a joint assignment, he explained. Reserve component Army officers have until Sept. 30, 2013, to apply for retroactive credit.
"It is a stringent threshold to apply," he said. In order to meet the criteria, a nominee must meet the following requirements:
* Meet one or more of the following: work in national military strategy; strategic planning and contingency planning; command and control of operations under a unified command; national security planning with other departments and agencies of the United States; and combined operations with military forces of allied nations.
* Meet one or more of the following: work in other departments and agencies of the United States; work in military forces or agencies of other countries; work with non-governmental persons or entities.
"Joint qualification is important to our Army leadership and is managed by the Joint Staff. Joint qualification statistics are reported annually to Congress," Mayes said.
He reminds Army officers who believe they meet the qualifications to make the Sept. 30 suspense by applying online. The program is opened only to commissioned officers, not warrant officers, enlisted Soldiers, or retiree recalls.
