Professionals from the Army Contracting Command received more than half of this year's Secretary of the Army Awards for Excellence in Contracting ceremony in Orlando, Fla., May 13.

These awards recognize contracting officers, units and teams for excellence in executing the contracting mission in support of Soldiers and the nation. All military and civilian Army contracting professionals are eligible for the awards.

Principal Military Deputy to the Assistant Secretary of the Army for Acquisition, Logistics, and Technology Lt. Gen. William N. Phillips and Deputy Assistant Secretary of the Army for Procurement Edward M. Harrington participated in the ceremony.

"All of you are contracting warriors," said Phillips. "Our goal is to provide the best equipment as quickly as possible, and no one does it better than Army acquisition. That's because of you and all of the hard work that you've done."

Army Contracting Command award recipients were:

Sarah Corley, U. S Army Mission and Installation Contracting Command, Fort Sam Houston, Texas, was presented the Barbara C. Heald Award for her career-long dedication and selfless service in support of the warfighter. Corley's technical expertise, leadership, and professionalism are unparalleled and her numerous accomplishments have contributed immeasurably to the successful accomplishment of the Mission and Installation Contracting Command's objectives.

This award pays tribute to Barbara C. Heald, was killed on her third tour of duty during a rocket attack on the U.S. Embassy compound in Baghdad. The award is presented to the Department of the Army civilian who clearly demonstrates selfless service, extraordinary and uncompromising professionalism in contracting and true commitment to the personal and professional growth of others.

Dale Williams, MICC, Fort Knox, Ky., received the Secretary of the Army Award for Exceptional Support of the AbilityOne Program for his unfaltering commitment to quality and customer service and his dedication to the acquisition profession.

David Markelz, MICC, Fort Sam Houston, was presented with the Outstanding Contract Specialist Award for providing unparalleled and exceptional contracting.

Debra Emerson, MICC, Fort Monroe, Va., received the Outstanding Procurement Analyst Award. Emerson used her vast acquisition expertise and effective leadership to transition the former Army Contracting Agency Northern Region into the MICC, a major part of the Army's transformation of contracting.

Frank Dowling, MICC, Fort Hood (Texas) Directorate of Contracting, was presented the Outstanding Contracting Officer, Installation Level Contracting - Center Award for his professionalism, motivational skills, mentoring abilities, determination, and ability to find solutions where none were known to exist.

Nora Cherry, MICC, DOC, Fort Benning, Ga., received the Outstanding Contracting Officer Installation Level - Directorate of Contracting Award for her exceptionally meritorious service in demonstrating superior technical knowledge and professionalism enabling the directorate to enjoy many contracting successes.

The Mission and Installation Contracting Command's Enterprise Migration Team was presented the Outstanding Unit/Team Award for Installation Level Contracting - Center based upon its outstanding mission accomplishments through the development and implementation of the milestone tracking program and its integration into the migration program.
