Employees pay conversion dates set

All 396 employees currently under the National Security Personnel System, or NSPS, at the U.S. Army Space and Missile Defense Command/Army Forces Strategic Command will be converted back to the General Schedule pay system effective May 23.

The conversion affects non-bargaining unit employees command-wide, many of whom transitioned to NSPS in March 2007.

"We (USASMDC/ARSTRAT) are not actually responsible for the conversion," said Joyce Lenoir, deputy chief of staff G1 (civilian personnel). "The local CPACs (Civilian Personnel Advisory Center) will be doing the mass transition actions."

According to a Frequently Asked Questions distributed by the NSPS Transition Office, employees will be transitioned back to the GS equivalent grade indentified on their current position description. Some employees may even receive a salary increase.

According to the FAQ, if the NSPS adjusted salary falls between two steps and the current pay is less than a GS step 10 equivalent, then the salary will be set at the higher step. If the NSPS adjusted salary exceeds step 10 of the grade, then the employee will be placed on retained pay, which allows employees to keep their pay.

"All of USASMDC/ARSTRAT conversions will be effective the same day," Lenoir said. "We didn't have any problems when the command converted these employees to NSPS, and I don't foresee any problems when we convert them back to GS. It should be a smooth transition."

Lenoir said that newer hires or those who need a refresher of the GS system should take the GS101 Web-based course located on the NSPS Web site at http://www.cpms.osd.mil/nsps/. Employees can also access this course and other updates on the transition through the CommandNet by clicking on the NSPS icon.

"As new updates and FAQs are received, they will be sent to employees," Lenoir said. Anyone with additional questions can visit the NSPS Web site listed above, or contact his or her G1 point of contact.
