An ornamental eagle stands guard in front of the Army Sustainment Command Headquarters at Rock Island Arsenal, Ill., following an ice storm. According to a plaque outside Building 390, the materials used to produce the eagles and decorative fencing flanking the building and neighboring Constitution Square were converted from Civil War surplus material into items needed to build the Arsenal. Scrap iron, including 288,000 pounds of used horseshoes, were recast into pillars, hand rails, stairs, fences and other items.
