Three times as nice: RRAD Antiterrorism Program receives three out of five AMC awards

For a second consecutive year, Red River Army Depot is the winner of several Army Materiel Command Force Protection/Antiterrorism awards.

This year the depot brings home the 2008 Best Installation Antiterrorism Program. Bill Pass is the Best Installation Antiterrorism Program Manager for 2008 and Scott Van Zile is the recipient of the 2008 Outstanding AT Innovation Individual Award.

The awards were presented by Niels Biamon, Army Materiel Command deputy chief of staff, G-3/5 Current Ops at Nellis Air Force Base.

According to the citation given for the Installation Award "Red River Army Depot team capitalized on organic resources and talents, and strong liaison with local agencies, wisely allocating resources and assigning responsibilities toward mitigating risk through day to day security and emergency response operations."

RRAD received the 2007 Best Antiterrorism/Force Protection Program for an installation. This is also Pass' second year as Best Installation Antiterrorism Program Manager.

Pass played the pivotal role in implementation of the Commander's strategic vision for a premier Force Protection Program. He showed great skill in clearly defining and strongly justifying program funding requirements, acquiring $12.8 million for a broad variety of Force Protection enhancement projects.

Van Zile is recognized for his skilled use of the Personnel Force Innovation Program to enhance the overall security of the depot, overcoming manpower shortages while decreasing spending. He developed specific position descriptions and job requirements to ensure the selection of only fully qualified Soldiers, capable of taking on Red River Army Depot's challenging mission.

In accordance with Department of Defense and Department of Army regulations, AMC established a FP program encompassing supplemental regulations and performance-based evaluation. In 2005, AMC aligned their awards program with DoD and DA, establishing annual recognition of installations and individuals for excellence within several categories.
