Two European Army contracting brigades honed their contingency contracting administration skills thanks to a travelling training team.
Experts from Army Contracting Command headquarters, Redstone Arsenal, Alabama, and ACC-Rock Island, Illinois, contracting center, spent three weeks conducting CCAS training for the 409th Contracting Support Brigade, Kaiserslautern, Germany, and the 414th CSB, Vicenza, Italy.
"We have learned that a lot of our forces are unfamiliar with the types of contracts that are administered under the CCAS mission. They have had little training or exposure to the unique tasks that they will need to perform to support it," said Lt. Col. Michael Conroy, contract support planner, ACC Contracting Operations directorate.
Training included specific details on the Logistics Civil Augmentation Program contract, contract administration, quality assurance and government property administration. It consisted of various scenarios designed from real-world events.
Master Sgt. Andre Wilson, future operations non-commissioned officer-in-charge, 409th CSB, said he "really enjoyed learning about the property management and administration portion."
Now I know what to look for in regards to government-furnished property in dealing with contracting," he added.
The Army is responsible for providing CCAS for Army-awarded contracts in support of its forces as well as contracts awarded as part of the Army's lead service for contracting responsibilities in joint operations.
"Contracts administered under the CCAS mission set include high-value, complex contracts such as LOGCAP," said Conroy.
"I really hope this training enables recipients to understand the basics of the mission, the most important part being the quality assurance and government property administration. I also want them to utilize the resources and references that we will leave with them to plan, train and execute CCAS," said Conroy.
