SEMBACH, Germany - United States Army NATO Brigade Soldiers hosted Command Sgt. Maj. Wardell Jefferson, the Human Resources Command senior enlisted advisor, for a wide-ranging Army policy discussion here Feb. 3.

Jackson visited the USANATO Brigade headquarters during a visit to several other United States Army Europe locations and led an extensive discussion on topics important to leaders and Soldiers, including the new Army's recently initiated NCO STEP program, the Army assignments process, and current separation and transition programs.

The recently updated non-commissioned officer evaluations system raised several questions from participants curious as to how boards will fairly assess NCOs for promotion and why the NCO evaluation report was changed.

"Until now, the NCOER [non-commissioned officer evaluation report] hadn't changed since 1987; that's before I joined the Army," said Jefferson, "the new report will give raters and senior raters more of a say on a Soldier's promotion potential and allow board members to select the best individuals."

The forum concluded with a close look at qualitative separation boards and other tools being used to balance the Army force during a period of reduction for the army.

"The Army is changing," said Jefferson, "and there's more coming down the pipe."
