ROCK ISLAND ARSENAL, Ill. -- The Combined Federal Campaign and results from a 2014 Procurement Management Review were the highlights from a Nov. 17 town hall, hosted by Melanie Johnson, executive director, Army Contracting Command-Rock Island.

Matthew Kopel, ACC-RI's CFC chairman, presented the campaign's status and showed a short video encouraging employee participation. Kopel said ACC-RI employees have already pledged more than $8,000 in contributions, with a 2015 goal of $40,000. The campaign runs through Dec. 11.

Kopel then introduced Kelli Price, vice president of QC Paws, a local animal shelter that benefits from CFC donations. Price provided an overview of the shelter's services and said donations and volunteered time are crucial to the shelter's operations.

"One of the biggest ones for us is the CFC grants," said Price. "The money that you are able to give to us, helps us increase what we are able to do for Rock Island County and the surrounding communities … We see about 1,000 new animals a month, so we have a lot of need."

Following the CFC presentations, Michelle Blocker-Rosebrough, chief of ACC-RI's policy branch, presented findings from the 2014 PMR conducted by ACC headquarters. A PMR is a quality assurance review of contract documents and processes.

Overall, the PMR identified ACC-RI as a low-risk organization. However, in line with most of the government, there is room for improvement in the handling of government property.

"We've been putting out a lot of training on government property and I know a lot of you have been attending those," said Blocker-Rosebrough. "There have already been two sessions and I know there are two more coming up, as well as some DAU courses that will be held here locally."

In her closing remarks, Johnson said she has worked in contracting at Rock Island for many years and she thinks this was the most successful PMR yet.

"This is really good news," said Johnson. "We do have some areas where we have to do some internal corrections, but to me, those are minor. Everyone should feel really good about the findings we had."

Johnson also presented awards and recognitions, including several length-of-service awards and the Army Achievement Medal to Staff Sgt. Scott Voigt.

She also presented a Certificate of Appreciation from Col. Elmer Speights, Rock Island Garrison commander, to Amber Caulkins, chief of ACC-RI's Information Technology Division. Caulkins accepted the certificate on behalf of the center. The certificate recognizes ACC-RI's large contribution to the Feds Feeds Families food drive this year.
