Aviation, missile community host open dialogue forum for industry leaders

HUNTSVILLE, Ala. (Sept. 16, 2015) -- The Defense Acquisition University and the Aviation and Missile Research, Development and Engineering Center, provided a forum with local Industry to exchange information about the evolution of the Department of Defense's Better Buying Power 3.0 Guidance.

AMRDEC, one of seven U.S. Army Research, Development, and Engineering Command subordinate organizations participated in the forum to improve communications and information flow between government and industry regarding feedback on what is working well with BBP as well as what needs to be improved upon.

"Dialogue is needed to address and successfully operate under BBP 3.0," said James Lackey, AMRDEC Executive Director.

According to Lackey, Team Redstone is not just inside the gate. It includes members from the government, industry, local and state level.

"In this case, Team Redstone in the context of our partnership with Industry needs to be aligned on how we should collectively address the key aspects of BBP version 3.0 because its theme is centered on innovation and technical excellence" said Lackey. "We need to keep this focus to ensure our Warfighters maintain overmatch against all adversaries."

"Innovation comes out of not only AMRDEC and other technical governmental centers located within the Arsenal gates, it also comes from our Industry partners at all levels; from major defense contractors to small business," Lackey said. We cannot rest on our past accomplishments. We must recognize the current and future challenges given what our potential adversaries may have in their technology inventory going forward.

AMRDEC will be operating under severe budget restrictions for the foreseeable future and BBP 3.0 guidance will help center their strategic attention on how to get the job done in an affordable, mutually leveraged manner, Lackey said.

"This is all about how we can drive "win-win" solutions with Industry; how we execute smarter at lower operating expenses and stretch the power of the taxpayer dollar in most efficient manner possible," said Lackey. "Recognizing the rapid pace of technology evolution, the rise of smarter and more lethal potential adversaries and the overarching constraints on our budget; this is what BBP 3.0 guidance is addressing in very comprehensive manner."

Frank Kendall, Under Secretary of Defense, the Under Secretary of Defense for Acquisition, Technology and Logistics said in a memo dated April 9, 2015, "This iteration of BBP is the next step to increase the productivity, efficiency and effectiveness of the DOD's many acquisition, technology and logistic efforts."

BBP 3.0 core initiatives include providing effective incentives to industry, emphasizing competition, reducing bureaucracy, identifying and pursuing "should cost" saving opportunities.

BBP is based on the principle that continuous improvement is the best approach to improve the performance of the defense acquisition enterprise. BBP 3.0 continues that approach with a shift in emphasis toward achieving dominant capabilities through innovation and technical excellence.

As part of its ongoing strategic communication and partnership building with Industry as well as Academia and other Service laboratories, AMRDEC will host a Futures Brief forum to foster information exchange and discussion on Dec. 1, 2015.
