AMSAA wins a 2015 Wilbur B. Payne Memorial Award

ABERDEEN PROVING GROUND, MD. -- During the Army's Senior Analysts Review (SAR), the U.S. Army Materiel Systems Analysis Activity (AMSAA) was announced as the winner of the 2015 Wilbur B. Payne Memorial Awards for Excellence in Analysis in the large group category, August 6 at Aberdeen Proving Ground, Maryland.

The winner of the Wilbur B. Payne is determined by the Army's Deputy Chief of Staff G-8 and is awarded in three categories: large group, small group and special category.

AMSAA won the large group award for their work on the "Improved Turbine Engine Analysis of Alternatives." The work examined a set of four primary engine alternatives, which would provide increased power and fuel efficiency to the UH-60M, HH-60M and AH-64E aircrafts.

"Our team supports numerous Analyses of Alternatives every year," said James Amato, director of AMSAA. "The Department also calls on AMSAA to lead a select few of these key studies. It is therefore even more special that the Army senior analysts have recognized our work on the Improved Turbine Engine as the best of breed. I am extremely proud of the entire team."

The ITE AoA team, led by AMSAA, included individuals from U.S. Army TRADOC Analysis Center, Deputy Assistant Secretary of the Army for Cost and Economics and the Army G-8.

The study identified and assessed the schedule, cost and performance capabilities of engine alternatives that could mitigate capability gaps in those aircraft and inform the development of an ITE program Capabilities Development Document. The effort addressed each issue and provided the Office of the Secretary of Defense and Army decision makers with the costs and benefits of potential options for improving the Apache and Black Hawk platforms.

Six presentations took place during the final round of judging, which was held in conjunction with the AMSAA hosted SAR.

TRAC won the small group category for their work on the "Gender Integration Study" and AMSAA's "Individual Chemical Equipment Management Program Operational Risk Study" was the runner-up.

The U.S Army Cyber Command won the special category for their work on the "Cyber Mission Force Training."

The award ceremony will be held on October 27 at the Army Operations Research Symposium at Aberdeen Proving Ground.
