In the days immediately following the signing of the Declaration of Independence on the 4th of July, 1776, General George Washington issued a General Order stating that he hoped that "this important Event will serve as a fresh incentive to every officer, and soldier, to act with Fidelity and Courage, as knowing that now the peace and safety of his Country depends (under God) solely on the success of our arms." Today, 239 years later, Independence Day is still an important event, particularly for our Servicemembers, Civilians, and Family members who each have an essential role in our missions and service to our Nation.

It is my hope that this day serves as an incentive for you to not only succeed in your mission on the job, but also to succeed and stay safe off-duty as well. As you enjoy well-deserved time off, please keep in mind the risks that can accompany the "critical days of summer," a time when accident rates across the Department of Defense rise due to increased travel and recreational activities. Careful consideration of the hazards and mitigation measures associated with using the roadways, swimming, barbequing, playing sports, boating, and using fireworks is absolutely essential. Our missions depend on you and your safe return.

I therefore urge each of you to demonstrate fidelity and personal courage by taking an active interest in the holiday plans and activities of your coworkers and subordinates. Take the time to educate yourself and others about the need to plan and manage risk for recreational activities. Remaining vigilant for sources of loss and risk throughout these critical summer months is key to our success.
