Most Tricare beneficiaries at Fort Lee would probably like to see more health care providers and services offered at Kenner. Individuals can help make this a reality by completing a DD Form 2569 yearly. The clinic uses 100 percent of the funds reimbursed by other health insurance companies to pay for additional services, upgrades to the clinic and equipment, and hire staff. Kenner will not charge people for co-pays, co-insurance, deductibles or any other amounts not paid by their insurance.

Kenner is required to bill companies such as Anthem, Cigna, Mailhandlers and United Health Care by federal law. (Title 10, United States Code, Section 1095).

Recently, people may have received a yellow 'reminder' postcard in the mail, or found a yellow note in their refill bag asking the recipient to complete insurance paperwork. If so, don't worry. This means you or another beneficiary in your household may need to update their DD Form 2569.

DOD Instruction 6010.5m Chapter 4 requires Kenner to have a current DD Form 2569 on file for each sponsor, spouse and any other non-actve duty family member. Even if the primary care provider is off post, the information did not change from last year or the only insurance is Tricare or Medicare, Kenner still needs current paperwork on file. If there was a change in a person's coverage, it is very important to let the clinic know.

Updating patient insurance is part of the Third Party Collections Program, created by the Consolidated Omnibus Reconciliation Act of 1986. This act mandates all military medical treatment facilities to bill health insurance carriers for the cost of medical care provided to active duty family members, retirees and eligible family members who are covered by other health insurance. Kenner Army Health Clinic must comply with this federal law.

Kenner puts good use to the funds collected via other health insurances carried by beneficiaries. By law, they stay here to be used, funding medical staff, medications, training and supplies. The goal of billing other health insurances is to enhance the services Kenner provides. Millions of dollars have been returned to Kenner through the Third Party Collections Program.

If someone has other health insurance, Kenner will not bill them for copayments or charges not covered by outside insurance. These amounts may be applied to the deductible, lowering out-of-pocket costs when visiting civilian providers. Insurance carriers, not the individual, are obligated to pay for the costs of care without increasing premiums for care received at military facilities.

Updating information is quick and easy. The reminder card has directions for updating and returning completed DD Form 2569. Forms cannot be returned electronically. Beneficiaries also can stop by the Other Health Insurance desk in the pharmacy lobby to update their information during their next visit to the clinic.
