CAMP ZAMA, Japan (March 19, 2015) -- Installation Management Command's Acting Pacific Region Director, Gregory Kuhr, visited Camp Zama March 12 during a tour of Army installations in the Asia and Pacific region.

Kuhr was escorted by Col. Joy Curriera and Command Sgt. Maj. Rosalba Dumont-Carrion, the commander and command sergeant major of U.S. Army Garrison Japan, respectively.

Kuhr received a briefing on the comprehensive mission of USAG Japan during an office call with Curriera. He also toured the installation visiting several locations such as the Camp Zama Co-Generation Boiler Plant, the incinerator and the Sagamihara Family Housing Area to tour houses on that installation.

Kuhr said the purpose of his visit was to discuss issues related to installation management.

IMCOM is responsible for running all of the U.S. Army's installations, said Kuhr, which directly relates to the quality of life of Soldiers, Family member, Civilians and community members. He further explained that due to the U.S. Army's plan to downsize, supporting organizations such as IMCOM will be affected.

"We've had good discussions about the garrison's workforce and the size of its workforce," said Kuhr.

"We are looking at our garrisons' staff and where there are opportunities to take cuts while continuing to provide services and support to our Army population."

During the tour of the Co-Generation Boiler Plant, Timothy Walton, the operations and maintenance division chief for the Camp Zama Directorate of Public Works, briefed Kuhr on the current status and future plans for the facility.

"The Co-Generation Boiler Plant is currently being used for emergency backup power and production of steam only," explained Walton.

Walton said future plans will be to utilize the facility's generators for peak shaving, a process that will lower the electrical demand from utilizing an off-base company.

Additionally, Walton explained, that there is an electrical metering project scheduled for the facility.

"This will aide in monitoring electrical usage," said Walton.

During Kuhr's tour of the Sagamihara Family Housing Area and housing units, Walton briefed Kuhr on the conditions of a few of the housing units.

Walton explained that an extensive study of mold issues were conducted in 2014 after noticeable mold was growing in unoccupied units shortly after being constructed.

"Mold is no stranger to the Japan area," said Walton. "In the summer months when humidity levels are high, as well as outside temperatures soar, this combination creates the perfect moisture environment for mold."

Kuhr was briefed on how the garrison command, Camp Zama DPW, the U.S. Army Corps of Engineers-Japan District and U.S. Army Medical Command-Japan complied a detailed study and comprehensive solution to combat the ongoing mold issues, here in the Japan region.

Walton also discussed how several units in the housing area are being studied for cost effectiveness.

Kuhr had the opportunity to speak with the directors and special staff from the garrison's units and organizations to discuss issues and concerns that they felt were predominate.

Tanesha Clark, chief for USAG Japan Internal Review, said she like that the directors and special staff were able to share their thoughts with the Acting RD.

"It gave everyone an opportunity to voice their concerns and ask questions concerning issues of which they believe IMCOM leadership should be aware."

"I believe it's important that IMCOM representatives from the Region visit the garrisons to view operations first-hand," said Clark.

Before Kuhr's departure, he addressed one of the garrison's roles in the Pacific region.

"It's all about providing good facilities and services on our installations," said Kuhr.

"When the U.S. Army Soldiers, Families, and Civilians have a good quality of life they will be productive and do great work," Kuhr continued.

From this visit to Camp Zama, Kuhr said he has gained insight into the garrison's operations.

"Every time I come to Japan I am impressed by the workforce," said Kuhr. "The garrison's leadership and staff are committed to continuing to improve (their) facilities and services."
