FORT IRWIN, CALIFORNIA (March 16, 2015) -- The Mission and Installation Contracting Command staff at Fort Irwin, California, conducted its second acquisition forecast event recently at the Historic Harvey House in Barstow, California.

Partnering with the Barstow Chamber of Commerce as well as the procurement technical assistance center of the Riverside Community College District, a variety of topics were presented to the more than 134 registered attendees representing small-business concerns throughout the area. Planning and coordination for this event started in late 2014, with the MICC-Fort Irwin deputy director, Marie Velez, spearheading the preparation.

The event started with a brief introduction and welcome from Lt. Col. Richard Pfeiffer, MICC-Fort Irwin commander, and was followed by presentations from the MICC small business specialist, the procurement technical assistance center director, the Small Business Administration, the local U.S. Army Corps of Engineers office and representatives from Fort Irwin's major commands.

The mayor of Barstow, Julie Hackbarth-McIntyre, welcomed participants on behalf of the City of Barstow, and several city council members stopped in to observe the proceedings. Elena Rivera, the Barstow Chamber of Commerce executive director, was instrumental in coordinating and executing the event at the Historic Barstow Harvey House and Rail Depot as well as informing small-business contractors.

The MICC small business specialist, Diane House, presented information on market research from an insider's perspective and how business owners can reshape procurement strategies through early involvement and participation as well as information on the use of reverse auction. A presentation on Historically Underutilized Business Zone qualifications and other categories was provided by an SBA representative from the SBA Santa Ana District Office. Aaron Parra, an SBA procurement center representative, also provided a presentation on the SBA Office of Government Contracting.

The PTAC's Julie Padilla spoke to the attendees on the resources available to them through the center, funded in part through a cooperative agreement from the Department of Defense, a program that is administrated by the Defense Logistics Agency. The PTAC offers services, classes and counseling to small businesses interested in selling their services or products to federal, state and local governments. In addition, the staff of the PTAC handled registration and assisted in the set up for the event.

USACE officials informed attendees on upcoming contracting opportunities and its suite of multiple award task order contracts for which small construction businesses could apply.

Other representatives from the installation and major activities included the directorate of public works, the National Training Center Operations Group, the NTC contracting team rotational coordinator, and the 916th Support Brigade.

"Truly a team effort among the various agencies that culminated in an event that, by all indications, was extremely informative, valuable and well-received by small businesses in the City of Barstow and California," Pfeiffer said.

The next acquisition forecast outreach event for Fort Irwin is scheduled for Oct. 14.
