TRADOC commander emphasizes new operating concept at USAREUR headquarters

WIESBADEN, Germany (Jan. 27. 2015) -- Gen. David Perkins, commanding general of the U.S. Army Training and Doctrine Command, also known as TRADOC, visited U.S. Army Europe, or USAREUR, headquarters here, Jan. 26, to speak with leaders about the Army's new operating concept; win in a complex world.

"When we say win, we say this occurs at the strategic level," Perkins said. "If you want to win at the strategic level you have to deliver all elements of national power, not just firepower."

The general also explained that synchronizing the fundamentals, including our military and other militaries, is essential for supporting the new operating concept.

Perkins spoke with many leaders during his visit and was pleased to find out that, even though the concept was implemented only months earlier, people were already embracing the ideas.

"It validates our thinking for the future that this is something folks can relate to," Perkins said. "What you're experiencing here in Europe, in many ways, is a great example we can learn from."

He also reinforced the fact that USAREUR was a great example because of how the headquarters was overcoming challenges while working in a multinational environment and overcoming the political dynamics that coincide within that element of the operating concept.

The commander emphasized the knowledge he acquired over the past days visiting other echelons of Army Europe. Additionally, during his visit Perkins spent time with commands to explain the new operating concept and what it will mean for the future of the Army.

"I have been able to learn and take back that there are some challenges that have surfaced here that the Army needs to find answers to," he said.
