Army senior leaders recognize BGAD's facilities engineer for excellence

WASHINGTON -- Army senior leaders recognized the Blue Grass Army Depot's facilities engineering chief for his outstanding support in public works on Dec. 9.

Leland "Allen" Fincham, directorate of public works, Joint Munitions Command, BGAD, Richmond, Kentucky, was one of 14 individuals recognized during the 2014 Defense Acquisition Workforce Awards Ceremony held recently at the Pentagon.

"Recognizing our professionals and the great work they do is really important," said Frank Kendall, Under Secretary of Defense for Acquisition, Technology and Logistics.

The Defense Acquisition Workforce Individual Achievement Award was established as a result of the Weapon Systems Acquisition Reform Act of 2009 to encourage and recognize excellent performance by members of the Defense Acquisition Workforce in the acquisition of products and services for the Department Of Defense. This program recognizes individuals, military or civilian, who represent the best in the various acquisition workforce disciplines. There are more than 150,000 civilian and military members that make up the DoD's acquisition workforce.

Fincham's citation recognized him for his outstanding support in facilities engineering at the BGAD by "ensuring that facilities are maintained, improved and operated in such a way as to minimize mission impacts," while taking "stellar care of employees."

"I am deeply honored to receive this recognition from the Department of the Army and the Department of Defense," Fincham said. "I have greatly enjoyed what I do to support the facilities here at Blue Grass Army Depot for the past 13 years; and, ultimately, our mission to provide quality munitions and materials to our warfighters."

Fincham is a current resident of Richmond, Kentucky, who was born and raised in Frankfort, Kentucky. His federal career spans almost 26-years as a civilian. He also served in the Kentucky National Guard, where he retired as a lieutenant colonel after 29-years of service.

According to Col. Lee Hudson, BGAD commander, Fincham was nominated for the award for "utilizing engineering knowledge and skills; developing designs and plans of construction, maintenance projects, job inspections and approvals. He provided excellent skills managing the maintenance and upgrades of roads, bridges, railroads, electrical services and other depot infrastructure."

Blue Grass officials recognized Fincham's dedication to the depot and its mission. "We often fail to adequately acknowledge or reward superior performance," said Patrick Klever, BGAD and director of public works. "I see Allen for what he is -- a consummate professional."

The Blue Grass Army Depot is one of 14 organic installations managed by JMC. JMC produces small-, medium- and large-caliber ammunition items for the Department of Defense. JMC is the logistics integrator for life-cycle management of ammunition and provides a global presence of technical support to U.S. combat units wherever they are stationed or deployed.
