JOINT BASE SAN ANTONIO-FORT SAM HOUSTON, Texas (Dec. 12, 2014) -- A Mission and Installation Contracting Command contracting officer's representative was recognized for his efforts in meeting the goals of President Barack Obama's Executive Order 13514 on Federal Leadership in Environmental, Energy and Economic Performance recently.

Aníbal Negrón-Rodriguez, chief of the environmental division of the directorate of public works and a COR for several MICC environmental service contracts at Fort Buchanan, Puerto Rico, was awarded the 2014 GreenGov Presidential Award for Leadership in Environmental, Energy and Economic Performance Sustainability Hero.

"I truly feel that this a success story for our team at Fort Buchanan," Negrón-Rodriguez said. "I received the award feeling that I was representing the whole installation."

Each year the White House Council on Environmental Quality honors individuals for fulfilling President Obama's charge to lead by example in six categories: Sustainability Hero; Green Innovation; Lean Clean and Green, Green Dream Team; Building the Future; and Climate Champion.

The awardees exemplify the dedication of our government to create a clean energy economy that will increase our nation's prosperity, promote energy security, address the impacts of climate change, protect the interests of taxpayers, and safeguard the health of our environment. They are indentified for their resolve, persistence and commitment to creating, nurturing and deploying innovative and collaborative sustainability strategies.

Under his supervision, Negrón-Rodriguez has seen the installation of three wind turbines, 11 solar array sites totaling 5.4 mega watts, and 11 rainwater harvesting systems, collecting 14 million gallons per year.

"Anibal conducts contract surveillance and documents performance for us," said Maria Otero, MICC-Fort Buchanan contracting officer. "What he does is ensure these environmental laws and policies are enforced with continued monitoring throughout Fort Buchanan. When an environmental issue arises, Mr. Negron knows what action should be taking and or who to contact, if necessary. Only a person as dedicated to protecting the environment and experience as Anibal can produce results."

Negrón-Rodriguez led the development of the Fort Buchanan Sustainability and Environmental Management System to ensure that Fort Buchanan has the best opportunity to become a Net Zero Energy and Net Zero Water installation.

"This is all about implementing at all levels a sustainable approach in the best interest of the environment and human health since the resources are limited and critical to fulfill our needs." Negrón-Rodriguez said. "We at Fort Buchanan have established a sustainability plan that addresses all aspects of our operations with the intent of minimizing the environmental impact to our mission and neighbors."

Negrón-Rodriguez's sustainability efforts don't stop at the front gate. His most significant outreach initiatives include the implementation of an annual Army Earth Day Expo at Fort Buchanan, and the execution energy saving performance contracts that include energy conservation measures such as renewable energy, water-conservation fixtures, and high-efficiency lighting and air conditioning systems. He also regularly spends his time educating and reaching out to both Soldiers of Fort Buchanan and citizens of Puerto Rico about their role in making the island sustainable.

Headquartered at Joint Base San Antonio-Fort Sam Houston, Texas, the MICC is responsible for providing contracting support for the warfighter at Army commands, installations and activities located throughout the continental United States and Puerto Rico. In fiscal 2014, the command executed more than 37,000 contract actions worth more than $5.6 billion across the Army. The command also managed more than 633,000 Government Purchase Card Program transactions in fiscal 2014 valued at an additional $783 million.
