Transatlantic Afghanistan District completes 21 projects In September

AFGHANISTAN - With the Resolute Support mission beginning Jan. 1, 2015, U.S. Army Corps of Engineers Transatlantic Afghanistan District is completing projects at a rate of 15 to 20 per month with a goal to be down to 66 projects by Dec. 31.

TAA completed 21 projects in September worth a combined $229 million. All of the completed projects will be used by the Afghan National Security Forces to continue to provide the country with continued stability, and security long after coalition forces start drawing down in 2015.

Completing these projects on time takes a team effort while keeping in mind the district's mission of "Executing quality and timely construction and engineering operations throughout Afghanistan in support of the United States Forces-Afghanistan mission. The district will provide sustainable development projects for the Afghan people that employ the populace, build skilled human capital and promote the future stability of Afghanistan."

"It is important for us to meet our Beneficial Occupancy Date because this is the date that we have been communicating to our Afghan partners for when the project will be finished," Maj. Karl Ottmar, officer in charge of the Gamberi Resident Office, USACE said.

Bagram Area Office, Kabul Area Office, and Kandahar Resident Office all had completed projects in September.

The Bagram office completed 16 projects which included the Afghan National Police Uniform Police Provincial Headquarters in Sar-i-Pol province, Afghan National Army Parsa Garrison upgrades in the Khost province, and the 2nd Kandak,3rd Brigade, 203rd Corps and 6th Kandak, 3rd Brigade, 203 Corps projects in the Gazni province.

The Kandahar office completed three projects in Sept. which included the Afghan National Army 215th Brigade Garrison Phase 1 at Camp Garmsir, Helmand province.

Also during September, the Kabul Area Office completed two projects.

Highlighted projects for the month of September include:

-The ANP UP Provincial Headquarters project at Sar-i-Pol, is a $7 million project that included the design, material, labor and equipment to construct buildings, parking, utilities and other infrastructure of an estimated population of 400 personnel. This project provides a permanent headquarters building, permanent housing and working accommodations. This build will assist the ANP in maintaining law and order in Sar-i-Pol province.

- The Afghan National Army Parsa Garrison upgrade in the Mandozai district, Khost province, is a $17 million project that calls for the design and construction for the expansion and upgrade for the garrison. The buildings, parking, utilities and other infrastructure upgrades are designed for a population of approximately 1,000 personnel. Existing utilities were evaluated and upgraded to support a population of 5,500 personnel.

- The ANA 2nd and 6th Kandaks of the 203 Corps are sister projects and each provide Kandak level support to 3rd Division, 203rd Corps in the Moqur district, Gaznip province. The projects, valued at a combined $48.5 million, provide all required infrastructure, utilities, and training capabilities to support up to 2,000 personnel, and include a firing range. Located on the heavily trafficked Ring Road, this garrison is of great strategic importance to the ANA.

-The ANA 215th Brigade Garrison at Camp Garmsir, Helmand province is a $80 million project that called for engineering, materials, labor, and equipment to site-adapt and construct building, roads, utilities, and other infrastructure for an estimated population of 5,500 personnel. The project includes a tactical operations center, Department of Public Works building, fire station, troop medical center, a post exchange for shopping, detention center and a morale, welfare and recreation facility. This garrison will be used to expand the ANA security footprint and provide training, housing, and other support infrastructure for the development of the ANA. It provides the ANA with an installation required for long-term security in the Helmand province.

"These projects are the foundation for a stable and secure Afghan society." Ottmar said. "A country needs security to protect against outside and internal threats and these facilities help to provide that security."

Completing all projects on time allows TAA to stay on target to be down to 15 projects by the end of 2015 with a projection of one project by April 2017.

All district employees in contracting, planning and construction are working hard to ensure these goals are met. For the next three years the district will continue to "Finish Strong."
