DASA(P) visits the Army Contracting Command-Warren

A standing-room-only crowd of Army Contracting Command-Warren and TACOM Lifecycle Management Command associates welcomed home one of their own when the deputy assistant secretary of the Army (procurement) came to the Detroit Arsenal, Michigan, for a visit.

Harry P. Hallock conducted a town hall meeting Aug. 26 for more than 350 people.

Hallock began his contracting career in 1980 as an intern at the Detroit Arsenal. He spent 33 years at TACOM serving as the executive director of the Army Contracting Command-Warren for the last six of those years. He became the DASA(P) in June of 2013.

Hallock focused on the importance of communication across the board and at every level.

"It's not just between the program managers and contracting," he said. " It's every piece of the process including ASA(ALT) (Assistant Secretary of the Army for Acquisition, Logistics and Technology) and AMC (Army Materiel Command) who have such symbiotic goals that we can't exist without each other.

"We often talk about communicating better, and most of us believe we do communicate to the right folks at the right time," he continued. "The reality is we often get so caught up in our daily routine and making things happen (and) we forget to include all the stakeholders in the dialogue or the decision making process. The need to communicate better is something that we need to be cognizant of and remind ourselves about every day."

In addition to sharing his thoughts on communication, Hallock used the opportunity to explain the mission of the Army contracting enterprise and the mission, structure and function of the Office of the DASA(P).

When asked how it felt to be back in Michigan speaking to so many familiar faces, Hallock smiled.

"I truly loved being back at the TACOM LCMC, getting to see old friends and colleagues, and having the opportunity to talk to the ACC-Warren workforce about my role at ASA(ALT)," he said. "But more importantly, about how important they are in meeting the Army's equipping mission in support of our Soldiers."

"As the PARC (Principle Assistant Responsible for Contracting), I always appreciated the role that ACC-Warren played in the bigger contracting mission, but now that I have a broader view of the mission at hand, I truly appreciate the expertise and dedication the folks at Warren bring to that mission."
